2023 L.A. County annual open enrollment is happening now and ends on October 31.
Open Enrollment is your only opportunity to make plan changes, including adding or removing dependents, unless you experience a qualifying life event. We strongly encourage all members to carefully review your Choices Medical and Dental plan options and make an informed decision for the upcoming plan year.

CAPE Blue Shield gives you the freedom of choice and puts you in control of your healthcare needs. The CAPE Blue Shield Classic and Lite plans combine the cost savings of HMO plans with the flexibility of traditional Fee-For-Service plans.
The CAPE Blue Shield plan is the only medical plan with three tiers of service for one price: HMO, PPO, and out-of-network. Plus, VSP vision, ASHP chiropractic and acupuncture, and dental benefits (including adult orthodontia) that combine with County dental plans.

NEW CAPE Vision Enhancements and New Dental Benefit:
- Vision — Under VSP, the in-network allowance for frames will increase from $120 to $130-$150.
- Dental – CAPE medical insurance will now cover these per-person out-of-pocket dental expenses:
- Adult and children’s orthodontia — Up to $2,000 lifetime maximum
- Dental implants — 60%, up to $1,000 per calendar year

Open Enrollment begins October 1. Every eligible member will receive an information packet from the county on how to enroll in the mail. After October 31, you won’t be able to enroll or make changes until the next annual benefits enrollment unless you have a qualified life event.
