CAPE Reaches Tentative Agreement with LA County for Units 501/502

The California Association of Professional Employees (CAPE) has reached a tentative agreement with Los Angeles County on contracts covering units 501 and 502.

The tentative agreement was agreed upon during a Negotiations session held at the CAPE office on Tuesday, April 16.

Below are highlights of important gains achieved by the Negotiating Team Members on behalf of its members in bargaining units 501/502:

This only includes the Unit Salary Contract, it does not include the Fringe Benefits Contract.

Term of the agreement from Oct. 1, 2018 to Sep. 30, 2021

Salaries:
March 1, 2019 -2% (Retroactive to this date)
October 1, 2019 – 2.5%
October 1, 2020 – 2.5%

Special Pay Practices:

• License/Certification (Effective March 1, 2019)

  • Associate Civil Engineer, Civil Engineer and Senior Civil Engineer in Geotechnical & Materials Engineering Division, who holds a Geotechnical Engineer License, and who is assigned by management to duties requiring the knowledge and skills acquired from such license in her/his assignment, is eligible for a monthly bonus of 5.5%
  • Civil Engineering Assistant, Senior Civil Engineering Assistant, Principal Civil Engineering Assistant, Associate Civil Engineer, and Civil Engineer, who holds a Building Plans Examiner certification and who is assigned by management to duties  requiring the knowledge and skills acquired from such certification in his/her assignment, is eligible for a monthly bonus of $250.
  • Electrical Engineering Assistant, Senior Electrical Engineer Assistant, Principal Electrical Engineering Assistant,  Associate Electrical Engineer, and Electrical Engineer, who holds an Electrical Plans Examiner certification and who is assigned by management to duties requiring the knowledge and skills acquired from such certification in his/her assignment, is eligible for a monthly bonus of $250.
  • Mechanical Engineering Assistant, Senior Mechanical Engineering Assistant, Principal Mechanical Engineering Assistant, Associate Mechanical Engineer, and Mechanical Engineer, who holds a Mechanical and/or Plumbing Plans Examiner certification and who is assigned by management to duties requiring the knowledge and skills acquired from such certification in his/her assignment, is eligible for a monthly bonus of $250.

• Registration/License (Effective March 1, 2019)

  • Any permanent full-time employee in a classification not requiring a registration or license who attains a registration or license required in a higher classification in the classification series is eligible to receive a monthly bonus of $250 until such time as the employee is promoted to the classification that requires the employee’s registration or license, not to exceed 18 months from the date of the registration or license.

Safety:

• Department of Public Works: $150 reimbursement for the cost of work boots.

Other Gains:

• CAPE Delegate Pilot Program:

  • Each Delegate will be released up to 10 hours throughout the period of the contract to perform CAPE Delegate duties, such as education training and other activities.
  • The CEO will consider CAPE’s request to extend a Delegate’s release time beyond the 10 hours on a case-by-case basis.

Additional details of the new three-year agreement with the County will be provided in the Ratification Ballot, which will be sent to CAPE members for a vote.
